On November 29, Sinochem held an exchange and promotion meeting for “Double Hundred Actions” and “Demonstration Actions for Science and Technology Reform”, to deeply study and implement the spirit of the 20th CPC National Congress, earnestly implement the decision and deployment of the CPC Central Committee and the State Council on three-year actions for state-owned enterprise reform, and promote seven subordinate “Double Hundred Enterprises” and “Demonstration Enterprises for Science and Technology Reform” to further deepen the reform in accordance with the work requirements of the State owned Assets Supervision and Administration Commission of the State Council on building model enterprises for special projects Accomplish various reform tasks with high quality and play a leading role in demonstration.
Zhang Fang, Vice General Manager, member of the Party Leadership Group and Chief Technical Officer of Sinochem, attended the meeting and delivered a speech. The company’s Shenzhen Reform Office, heads of relevant departments of the headquarters, heads of relevant secondary units and special engineering enterprises, and reform related personnel attended the meeting via video. The meeting listened to the special reports of 7 special engineering enterprises on the reform progress, follow-up reform ideas and appeals, invited external institutions to explain and train the relevant reform policies, analyzed the gaps existing in 7 special engineering enterprises under the company, jointly studied the next step of reform direction, and redeployed and promoted the high-quality completion of special state-owned enterprise reform projects.
The meeting fully affirmed the reform exploration and practice of the seven units in the early stage. All units not only completed the required action of the three-year reform of state-owned enterprises, but also carried out many optional actions. In the special assessment of central enterprises in 2021, Haohua Technology was rated as “benchmark”, Sinochem Energy, Sinochem International and Nantong Xingchen were rated as “excellent”, and Sinochem Environment, Shenyang Institute and Zhonglan Chenguang were rated as “good”.
The meeting required that “double hundred enterprises” and “demonstration enterprises of scientific and technological reform” should continue to promote the reform work with high standards towards the goal of sample pacesetters.
First, we should work together to do a good job in the assessment of SASAC in 2022. The leaders of each special project enterprise shall personally deploy and promote, conduct self-examination and reevaluation against the assessment rules, identify the gaps existing in the enterprise, use the last month to make up for weaknesses and strengths, and take the most effective measures to improve quality; The headquarters departments should consolidate their responsibilities, strengthen overall coordination, actively communicate with the superior competent departments and external institutions, jointly complete the rectification with the enterprises, and conscientiously make a summary for future reference.
Second, we should jointly plan and promote the next step of reform and development. Seven special engineering enterprises are encouraged to make full use of supporting policies such as “one enterprise, one policy” and differentiated authorization in accordance with the “two hundred nine” and “ten scientific and technological reforms” issued by the State owned Assets Supervision and Administration Commission to boldly explore and practice reform and scientific and technological innovation. For relevant reform appeals, relevant departments of the headquarters should study the feasibility of differentiated management, fully communicate and implement, promote good practices throughout the company, give play to the exemplary and leading role of the model, and promote the high-quality development of enterprises.
The meeting emphasized that the “Double Hundred Action” and “Demonstration Action of Science and Technology Reform” are the key work of the three-year action of state-owned enterprise reform. At present, the three-year action of reform has reached the final stage. The relevant units should be problem oriented, work together, seize the time, speed up the improvement of reform quality and effectiveness, and ensure the high-quality completion of the tasks of the “Double Hundred Action” and “Demonstration Action of Science and Technology Reform”.
